Are you aware of the new laws and regulations that dental care has had to deal with since 1 January 2025? These changes have an impact on dentists, dental hygienists, practice owners and patients. In this article we will clearly list the most important changes for you, including what this means for your practice.
Tariff adjustments as of January 1, 2025
The Dutch Healthcare Authority (NZa) has set the new rates for 2025. The substantial indexation is striking:
- Dental care: +7.8%
- Implantology: +6.6%
- Orthodontics: between +3.9% and +7.8%
This adjustment follows increased costs in the sector, including personnel, energy and materials. Please note that these rates must be processed in the performance system in your practice software and communication from 1 January 2025.
Mandatory quotation for amounts from € 500
From 2025 onwards, a written or digital quotation is mandatory for every treatment of €500 or more. This is intended to better inform patients about costs, choices and possible alternatives. This measure requires adjustments to your intake process and extra attention to clear communication.
New performance codes
The NZa is introducing two new performance codes:
- C023 – Home care (previously only for institutions)
- E05 – Intake extended for endodontics
This allows healthcare providers to register and declare their supply more accurately. It is important to include these codes in your declaration system and to inform the team about this in a timely manner.
Stricter requirements from legislation and inspection
The following legal obligations and changes will (continue to) come into effect:
- Healthcare Providers Admission Act: Annual accountability obligation for practices with more than 10 healthcare providers or with a turnover > € 12 million.
- DBA Act: The Tax Authorities are ending the enforcement moratorium, which has consequences for collaborations with self-employed persons.
- Health and Youth Care Inspectorate: Practices must provide more data on quality, safety and accountability from 2025.

The new rules require action on several levels:
- Update your price lists, quotation forms and website information.
- Inform and train your counter staff and practitioners about the new rules.
- Check whether you meet the annual accountability obligation.
- Review any collaborations with self-employed persons under the DBA Act.
